Management Development Program

Admission to this program is competitive and by special application and interview only.  Participants must apply for and, if accepted, attend ALL the program courses.  Students are NOT accepted to attend individual courses.

Selected participants will be required to purchase class and physical conditioning attire, estimated cost $300.00.

This program requires a separate application.

The applications for the class beginning in January of 2018 will be available June 1, 2017. All completed applications, along with agency endorsement, must be received by October 1, 2017.

Who should Attend:

Law enforcement supervisors, managers and key personnel who are in leadership positions.

Program Goal:

To develop the knowledge, skills and abilities to function as a progressive leader and innovative manager in a law enforcement agency.

Employment Law

This module covers the legal aspects of the personnel management function. This includes topics ranging from recruitment to termination.

Communication Skills

Of the many and varied communication skills required of law enforcement managers, we choose to emphasize the basic competencies of interpersonal communication, group presentations and how the manager functions in the formal setting.


We approach this block with the mindset of leading from anywhere within the organization, with particular emphasis placed on transformational leadership.

Motivation and Achievement

This block of instruction is focused on both subordinate and self motivation. During this instruction, students must motivate themselves and each other to accomplish goals and overcome unique obstacles.

Project Management

Project management skills allow the manager to logically identify law enforcement issues, gather and analyze information regarding them and develop a team project response to address the problems. 

Budget Management

Here we cover budgeting and purchasing skills and procedures at the local government level. Students prepare budgets using the spreadsheets and databases.


This program employs lecture, discussion, journaling, case simulation, independent study, strenuous physical activity, skills practice sessions and team projects.

Program Requirements:

Attendance is required at all class sessions. Additionally, participants will successfully complete a variety of projects, writing assignments and exercises working both alone and in groups.

Length of Program:

The program comprises eleven modules, one per month from January through November.
